State Legislation(Go to our Letters section for more sample letters.)AB 2062 - Passed the Senate Public Safety Committee and is now in the Senate Appropriations Committee.AB 2235 - Passed the Assembly and is now in the Senate.AB 2948 - Bans Sales of Firearms and Ammunition at The Cow Palace. Action Needed!!!AB 2062 - BillThis bill would make it a crime to loan or transfer more than 50 rounds of handgun ammunition a month, even to family members. The only way you could take your family member shooting (assuming they would want to use more than 50 rounds a month) would be to register as an Ammunition Vendor with the DOJ. Just to purchase ammunition, you will need to apply for a permit, pay $35 and wait up to 30 days for your permit to arrive! Even more restrictions are placed upon your local gun shop or shooting range.Status:AB 2062 Passed Senate Public Safety Committee on June 17th- On to the Senate Appropriations Committee . Action:Call and email your State Senator immediately and urge them to oppose this bill. Please note that most of the state senators are refusing email to their email addresses and require you to go to their web page and submit your comments there. They primarily do this to make it harder to organize any campaign for or against a bill. You can easily copy and paste the sample letters into their web forms. Dear Senator ________, Please oppose AB 2062. AB 2062 creates a database that will grow larger than the current DMV database in just under two years. This will place a huge fiscal burden on the citizens of California just for the storage and database licensing, let alone the database maintenance costs. This bill will also put an unjust burden on recreational and competition shooters along with the sports shops that depend on ammunition sales to keep their businesses alive and continue to provide wages for their employees. This bill also limits to 50 rounds of ammunition per month that you can transfer to even your children. This eliminates the legal time-honored tradition of teaching our children safe and responsible firearms handling. Usually, responsible parents start the young children with a .22 rifle. Each child can easily shoot 100 rounds or more during a practice session and since they cannot buy ammunition themselves, the parent would become a criminal by allowing their own child to shoot more than 50 rounds a month. This bill does nothing to control crime or shootings, since criminals will easily go out of state or get their ammunition from other criminals. Remember, criminals do not obey this type of law. Thank you for your consideration, Your_name_here
Sample Letter 2:Dear Senator_________________________:
As a constituent of this great state, I urge you to oppose AB 2062. The passage of this bill would cause business failures, impact unemployment and severely curtail families attempting to teach responsible firearms handling to their children. It would burden the state fiscally yet would do nothing to address crime. Sporting goods stores depend on the sales of ammunition as a large percentage of their revenues. Restricting gun owners to purchases of no more than 50 rounds of ammunition a month would potentially cripple ammunition retailers, causing some businesses to fail, ultimately impacting unemployment. Requiring employees to have background checks would generate tremendous amounts of paperwork for the state and further restrict the sporting goods stores' ability to serve their customers when background-checked employees are not available due to illness, lunch breaks, etc. Furthermore, how will sporting goods store licenses and employee background checks lower the crime rate or put criminals in jail? How will it lower the crime rate to thumbprint me when I buy ammunition? The passage of AB 2062 would impact me and my family. I am an avid outdoor enthusiast and environmentalist just getting into sport shooting; it would eliminate my right to practice and shoot competitively. Plinking cans is a time honored family 'fun' recreation that teaches children gun respect and responsible firearm handling. A typical twice monthly practice session would use approximately 800 rounds for a family of four. Since children cannot purchase ammunition, such practice sessions would be limited to 25 rounds per person once a month. As parents, it is our responsibility to teach our children how to safely use firearms to eliminate accidental shootings. Would you allow your 16 year old child to drive a potentially lethal car with no training? With the passage of this bill, the next generation will be uneducated gun owners. Is that not a scary thought and a crime unto itself? The passage of AB 2062 would require a massive amount of paperwork to track law abiding citizens' ammunition purchases, sporting goods stores' retail ammunition licenses and employee background checks. Such a database could rival that of the DMV and would require the same fiscal responsibilities of staff, database licensing and maintenance, further taxing our already overburdened state. Yet for all that money spent, nothing in this bill addresses the murder rate, the crime rate or criminals who utilize firearms in their illegal pursuits. Criminals would purchase ammunition out of state, get it from other criminals or steal it. Is there anyone naive enough to believe that any part of this bill would stop crimes where guns are used? What happened to "Use a gun, go to jail?" We should enforce the multitude of laws that remove guns from the hands of criminals who do not have the legal right to own them. Instead, AB 2062 serves only to further erode law-abiding citizens' lawful rights to ownership of any kind of firearm. We should not be the target. Do you have a security detail? As a responsible gun owner, I am likely as well trained as anyone on that detail. All gun owners should have every opportunity to learn how to use their guns responsibly for the safety of you and your constituency. Should we not have the same rights to protection you do? In this election year, please oppose AB 2062. Thank you for your consideration, Your_name_here

Handgun Ammunition Under Assault... In one fell swoop, Assemblyman Kevin De Leon (D-Los Angeles) puts on handgun ammunition all of the harassing methods possible so as to make it as difficult as possible to sell it, buy it or possess it. Assembly Bill 2062 addresses handgun ammunition sales: *Calls for licensing handgun ammunition vendors *Sets up a program run by the DOJ for licensing handgun ammunition vendors *Sets up a registry of handgun ammunition vendors *Limits sales or transfers to 50 rounds of handgun ammunition a month if vendor is not registered; even between family members. *Background check for employees who handle handgun ammunition *Handgun ammunition may only be purchased in a face-to-face sale. (No Mail Orders) *Handgun ammunition is not to be accessible to purchasers without assistance of a salesperson. *Authorizes the issuance of a handgun ammunition permit to be used at the time of purchase. *Thumbprint required to purchase handgun ammunition.... to be sent to DOJ. *Increases identification requirements for purchasers This is De
Is there anyone out there that is naive enough to believe that any part of this bill will stop crimes where guns are used? Can you explain how licensing a vendor will put criminals in jail? Or background checks for the vendors employees will lower the crime rate in the state? Explain to me how ammunition purchasers are benefited when they have to stand in longer lines waiting for an employee to become free to serve them because no one in the store can handle the ammunition except the employee? And another thing, aren't we comforted that purchasers have to give their thumbprint as they pay for their handgun ammunition? It is painfully obvious that nothing about this measure intends to address crime or criminals who use guns to bully their way through the day. Nothing in this bill addresses the murder rate, or the crime rate or criminals who utilize firearms for their illegal ways. No. Again, it is the innocent and law-abiding who take the brunt of faulty thinking on the part of lawmakers who sit safely in their offices, often times surrounded by security guards, and often times carrying concealed defensive weapons themselves. Look up U.S. Senator Diane Feinstein (D-San Francisco) or State Senator Perata (D-Oakland). So, we can conclude nothing other than to believe that De Leon is amongst those we describe as rabid anti-gunners... Anything to harass the law-abiding gun owner... to make it more difficult to purchase firearms and ammunition... always striving to bring about the goal of eliminating guns and the lawful ownership of any kind of firearm... putting the citizen in jeopardy with little at their disposal for self defense. What else could be believed? I believe it is past time to rid the

Sample Letter:Dear Senator _____,I urge you to oppose AB 2235. “Smart” gun technology using either biometrics or a token is the equivalent of taking a computer, shrinking it and then putting it inside a gun with additional electro-mechanical parts. In addition to computer technology not working 100% of the time, these additional parts would be prone to failure. I would not want to jeopardize my life in a self-defense situation on such unproven technology. Thank you for your consideration, Put_your_name_here

Loni Hancock-Each individual county and city would be able to pass different laws and there would be no consistent firearms laws throughout the state. A law-abiding citizen would find it close to impossible to transport a firearm or ammunition across the state without being in violation of laws in a particular town. The law as it stands now protects lawful citizens freedom to own and carry their handgun in their legal residence, place of business or on private property. jrb Federal Legislation |
